A bad connection is typically the cause of crackling static on an analog phone line. However, there can certainly be other causes:
Bad weather
This was more prevalent years ago, but it can still happen today: “swingers” is the term for when the wires running from telephone poles touch another telephone line during periods of strong winds. A more serious problem that can also create static is when a telephone wire crosses with a power line. When this happens worse problems than static arise; fires and serious bodily harm.
Data Noise
Sometimes you can hear static on an analog line because of nearby computer equipment. Try removing the biggest culprits (cell phones) and that can make a difference.
Inside Wiring
If the problem is at the Demarc with the inside wiring disconnected, the phone company would have to fix that. However, if the problem is from within, try a spare pair or replace the cable.
